ATO Cost Database

The ATO Cost Database is a unique collection of about 1,200 transport-related projects in the Asia-Pacific economies. The main objective of the database is to provide MDBs, Policy makers and Civil Society with an overview of transport infrastructure cost for roads, railways and urban public transit. The ATO cost database provides cost details in USD, local costs and in PPP terms which facilitates comparisons and benchmarking. The ATO Cost Database was developed based on the World Bank's ROCKs database, as well as a wide range of projects collected from other secondary sources, ADB project reports, and data contributions from AIIB.

The 2024 update of the ATO Cost Database integrates new data from the AIIB, as well as updates from other secondary sources. These updates consist of around 500 projects, including nearly 150 road projects, over 100 rail projects, and approximately 300 urban transport projects. This update also reintroduces the costs in real USD at constant 2015 values and removes specific outliers to improve the average unit costs for each project type, adjusted per income level.
